The velvet band is secured to the hat and adds even more charm as does the exterior rim and interior rim around the head. At first, we thought the hat was black but on closer inspection under bright lights, it is the darkest blue… Tag reads: Urbi et Orbi. Overall: 16″ wide x 13.5″ deep. Interior space for head: 19.5.
