It has an adjustable hat band, I have never seen one like this- it’s a hook that loops into elastic for ultimate adjustability. The hat is a flat semi-circle and sits daintily on the head. This is WWII era, when tiny was the norm and feminine was a sometimes thing, often expressed in millinery, as the suits were more tailored. This style was actually made popular by the designer Schiaparelli, at the end of the 1930s, when war was already covering Europe.
