I believe it is a felt hat base although the lining looks like a satin material. Lining is hand sewn. Possible amateur hat maker. About a light to medium weight. Hat shows that it has been worn, please see photos. See pic for measurements, Estimate size as a small. Small faux turquoise gems glued to feathered plume. This hat is over the top, amazing to wear, but also a great addition to a vintage hat collection or even showcased as decor.
